

Vaiśravaṇa 毘沙門天 (Píshāmén Tiān, Bishamonten)

Rules over the yakṣas and rākṣasas.
He has three cities called: Viśāralabha, Gabhāvati, and Aṭanaṭiya; each is 60×60 yojanas.
He rules over inhabitants each with their own cities; these inhabitants are the Karoṭapāṇi Yakṣas, Mālādhara Yakṣas, and Sadāmada Yakṣas.
The cities are from the lowest to the highest: 60×60 yojanas, 40×40 yojanas, and 20×20 yojanas.
The Karoṭapāṇis live on Iśādāra, the Mālādharas live on Khadiraka, the Sadāmadas live on Sudarśana.
Dhṛtarāṣṭra 持国天 (Chíguó Tiān, Jikokuten)

He rules over Gandharvas and Piśācas.
His city is called Āryottara. It is 60×60 yojanas.
The Gandharvas live on Aśvakarṇa, and the Piśācas live on Cakravāḍa.
Virūḍhaka 増長天 (Zēngzhǎng Tiān, Zōjōten)

He rules over Kumbhāṇḍas and Pretas.
His city is called Sudarśana. It is 60×60 yojanas.
The Kumbhāṇḍas live on Vinitaka and the Pretas live on Cakravāḍa.
Virūpakṣa 広目天

He rules over Nāgas and Bhūtas.
His city is called Supaśyana. It is 60×60 yojanas.
The Nāgas live on Nimindhara and the Pūtanas live on Cakravāḍa.

Bhikṣus! Mt. Meru’s eastern side, half of the height [up] is a mountain named Yugandhara (由乾陀, Yóu Gān Tuó). This mountain’s peak from the earth is 42,000 yojanas tall. On top of this mountain’s peak is a city on whom the Heavenly King Dhṛtarāṣṭra lives, called Āryottara. Its length and width is 60 yojanas, and has 7 tiers of walls, 7 tiers of balustrades, and 7 tiers of netting.

Bhikṣus! Mt. Meru’s southern side, halfway up from the earth, 42,000 yojanas tall, on the peak of Mt. Yugandhara are the three great cities of Vaiśravaṇa. What are their names? Bhikṣus! Mt. Meru has four crags that emerge out from its top and lean above the ocean… Bhikṣus! Below Mt. Meru are three levels on which various divine beings dwell. The first level’s length and width is perfectly equal by 60 yojanas… the second one is perfectly equal in length and width by 40 yojanas… the latter one is perfectly equal in length and width by 20 yojanas with 7 walls and everything up to and including the various birds that sing with sublime voices; exactly the same as before.

Bhikṣus!… this Mt. Meru… many noble beings and extremely great and meritorious heavenly divine beings dwell there. All of you Bhikṣus! Below this Mt. Meru are three levels on which various divine beings dwell. The lowest level is 60 yojanas in length and width… the middle level js 40 yojanas…
From the Daśabhūmika Sūtra:
“O jinaputras! By analogy, the pure king of mountains Yugandhara, which is made of jewels, is an unceasing source of yaksas who have great miraculous powers, because of its multitudes of all yaksas who have great miraculous powers…
O jinaputras! By analogy, the pure king of mountains Aśvakarnagiri, which is made of jewels, is an unceasing source of all fruits because it possesses all fruits…
Notice above that we skip two mountains in between. Vaiśravaṇa rules over yakṣas of whom there are three species; these would fit the next three mountains. Now, based on Vaiśravaṇa being first, circumambulation goes clockwise and so the next Heavenly King is Dhṛtarāṣṭra whom rules over the Gandharvas; thus this circular mountain having abundant fruits makes sense.
O jinaputras! By analogy, the pure king of mountains Nimindhara, which is made out of jewels, is an unceasing source of all nagas who have great miraculous powers, because of its multitudes of all nāgas who have great miraculous powers…
Notice above that we skip the circular mountain Vinitaka, presumably if the first three are yakṣa domains and the last one was of the Gandharvas, then this must be of the Kumbhāṇḍas whom are ruled by Virūḍhaka. Now since Nimindhara has countless nāgas, this corresponds exactly to Virūpakṣa’s domain who rules over them.
O jinaputras! By analogy, the pure king of mountains Cakravada, which is made of jewels, is an unceasing source of all those who have powers, because of its multitudes of those who have powers…
Here would seem to be the rest of the dwellings of the powerful divine beings at the lowest level. Vaiśravaṇa ruling over the Rākṣasas in the north, Dhṛtarāṣṭra over the Piśācas in the east, Virūḍhaka over the Pretas in the south, and Virūpakṣan over the Pūtanas in the west.
O jinaputras! By analogy, the pure king of mountains Ketumat, which is made of jewels, is an unceasing source of all asuras who have great miraculous powers, because of its multitudes of asuras who have great miraculous powers.”
